Chicago P.D. 9×21 “House of Cards” promises to showcase the new Upstead/Voight dynamics, something the show has touched upon but hasn’t really explored that much ever since Jay’s ultimatum. With two episodes to go, the show is also bringing back Anna, and that promises to be a mess. But hey, we won’t complain about some Upstead focus, and we certainly won’t complain about Upstead trying to reign in Voight.
But, let’s make one thing clear: Upstead needs to be safe, and Voight …meh. We don’t care as much.
